I'll take you down even if it costs me my life. I'll get you delisted.

According to recordings and other materials preserved by our union, Mr. Watanabe has reportedly been repeatedly making statements to the following effect since April 2026, targeting a specific individual and a US-listed company in which that individual is involved as a shareholder.

I'll kill you

I will bring you down even if it kills me.

If you don't obey me, I'll destroy the entire company.

I will definitely force it to delist.

Expose all wrongdoings, have them arrested, and relentlessly hunt them down.

These remarks are not merely exaggerated expressions by an eccentric executive.

This informs the other party of an intent to cause harm to their life, body, honor, property, or business management, and depending on the specific circumstances, it may give rise to legal issues such as intimidation, coercion, forcible obstruction of business, or other offenses.

Furthermore, before publicly disclosing this issue for the first time, our union sent a formal notification letter to the board of directors and the audit and supervisory committee of Last One Mile, requesting fact-checking and corrective action.

Nevertheless, there has been no substantive response from the company.

Even if the representative of a listed company makes remarks such as "I will kill you," "I will crush you," and "I will delist the company," if all the directors and audit and supervisory committee members pretend not to hear, does that complete the internal control?

Makoto Watanabe's threatening words and actions are nothing new.

Multiple testimonies from executives, employees, and other related parties have stated that Mr. Watanabe's coercive words and actions are not something that started suddenly of late.

The main reports known to our association are as follows:

Information indicates that Mr. Watanabe himself is bragging that when proceeding with the case famous in Kobe as the Himeji Trump, he had an individual considered to be an antisocial force accompany him like a bodyguard to intimidate the opposing party.

Mr. Watanabe's own remark to the effect that "No matter what happens, if you just say you don't remember, you can manage somehow"

A tale of daring where Makoto Watanabe reportedly resolved a dispute with organized crime affiliates by pulling a Japanese sword from his car.

Information that, during entertainment provided to a person considered to be a senior member of a designated organized crime group at a restaurant in Fukuoka City, the individuals stated that they were the ones who provided the entertainment to him.

A statement to the effect that "I will get what I want, even if I have to use antisocial forces."

A remark to the effect that "you can easily trap someone by pretending to have forgotten on purpose"

Our union is prepared to provide information on all of these matters to the relevant authorities, distinguishing between matters that can be verified through recordings, matters supported by multiple direct testimonies, and matters currently undergoing additional verification as hearsay.

However, the fact that stories about the representative of a listed company involving antisocial forces, Japanese swords, yakuza executives, intimidation, and methods of trapping opponents repeatedly emerge from multiple independent sources at different times is itself not normal corporate governance.

Makoto Watanabe, who says, "I'll take it even if I have to use anti-social forces"

The official notice sent to Last One Mile Inc. in the past states that there were reports of Mr. Watanabe repeatedly making statements to the following effect at dinner parties and other occasions.

If you pretend to forget on purpose, you can easily trap the other person.

I will get what I want, even if I have to use antisocial forces.

After that, the union members actually complain that Watanabe overturned past agreements, carried out a one-sided campaign to shape opinions within the company, and pressured them to hand over their assets.

If the statement and the subsequent events match, the explanation that it was "just a joke" is not enough.

Did you actually use anti-social forces?

Even if he didn't use it, did he intimidate his opponents by hinting at its existence?

Did you obtain contractual, equity, business, or personnel benefits by leveraging that power?

It is precisely these points that need to be investigated.

Did you use the relationship between Makoto Watanabe's private secretary and anti-social forces?

Information regarding Mr. Watanabe's secretary and their spouse has also been submitted to our union.

According to an informant, the spouse has ties to antisocial forces and a long prison record for past fraud and other offenses, and it is suspected that Mr. Watanabe was also aware of these circumstances and used them as an operative.

Current affiliation and actual activities of the person in question

Record of instructions from Mr. Watanabe or Last One Mile Inc.

payment records for remuneration, expenses, vehicles, accommodation, etc.

Recording of visits, accompaniment, negotiation, or intimidation

Presence of executives or departments that approved the company operations

We do not question the marriage with antisocial forces itself.

The issue is whether the representative of the listed company utilized the influence of the other party in private disputes or business negotiations while being aware of their background and previous history.

What is the "anti-city" allegedly spoken of by Satoshi Saito

Our cooperative has received information that Satoshi Saito, former head of the corporate planning office at Last One Mile Inc. and a certified public accountant, has been making statements to people around him since around 2023 regarding Mr. Watanabe, to the effect that "he is recorded on the Tokyo Stock Exchange as at least an anti-social force" and "he has already been recognized as an anti-social force by the stock market."

Here, "anti-shi" is generally understood as an abbreviation for "anti-market forces."

However, anti-market forces and antisocial forces are not the same, either legally or conceptually.

Anti-market forces are sometimes used in a context referring to individuals or groups that undermine the fairness and reliability of the securities market, but this does not immediately mean they are anti-social forces such as organized crime groups.

Even so, if Mr. Saito, who was responsible for Last One Mile's IPO administration, is in a position to understand the review practices of the Tokyo Stock Exchange and the securities market, and is known by himself and others as an IPO contractor, evaluated Mr. Watanabe as "anti-market," that is extremely important internal information.

Why did you evaluate it that way?

Did the TSE, lead managing securities companies, audit firms, and other market participants point out anything specific regarding Mr. Watanabe?

During the listing screening process, what checks were conducted regarding Mr. Watanabe's background, network of contacts, financial transactions, and relationships with anti-social forces?

Mr. Saito has a responsibility to explain the basis for the evaluation of being "anti-city" that he is said to have communicated to those around him.

Are "anti-market forces" just "anti-social forces"?

To put it simply, just because someone is evaluated as an anti-market force does not automatically mean they become an anti-social force.

However, what is at issue in this case is not just the term "anti-city."

The following matters overlap.

Statements suggesting murder

statement about driving another company to delist

statements about using antisocial forces

Statements boasting of ties with organized crime executives

Statements discussing conflict resolution using a Japanese sword

Information that individuals considered to be anti-social forces were used for negotiations or security

information that there were attempts to identify and eliminate whistleblowers and union-related personnel

Information that he was evaluated as "anti-market" by a certified public accountant who is a market participant

If these are supported by objective materials, the problem will not be limited to merely an "ill-mannered executive."

This is an issue that goes to the core of the Tokyo Stock Exchange's listing system itself, specifically whether the influence of anti-social forces had been brought into the management of a listed company.

Relationships prohibited by the Tokyo Stock Exchange

The Tokyo Stock Exchange prohibits listed companies, their parent companies, subsidiaries, or officers from having relationships with organized crime groups, members of organized crime groups, or persons equivalent thereto.

Additionally, the involvement of organized crime groups and other antisocial forces in the management of listed companies is prohibited.

If the Tokyo Stock Exchange determines that such a relationship has been revealed and has significantly damaged shareholders' and investors' confidence in the market, it may be subject to delisting.

Reference:Japan Exchange Group "Elimination of Anti-Social Forces"

The important thing is not just whether Mr. Watanabe is a member of an organized crime group.

The investigation should also cover whether organized crime groups or individuals with equivalent influence are being utilized for management, negotiations, intimidation, debt collection, or the exclusion of whistleblowers.

Aren't the coercive interrogations by prosecutors similar to Watanabe's intimidation tactics?

In July 2026, the criminal trial of defendant Daisuke Tabuchi, a former prosecutor with the Osaka District Public Prosecutors Office who is currently assigned to the Tokyo High Public Prosecutors Office, began at the Osaka District Court.

Defendant Tabuchi is charged with special public officer assault and abuse of authority for allegedly slamming his desk during an interrogation and making statements such as "Don't underestimate the prosecution" and "I'm risking my life."

Defendant Tabuchi pleads not guilty, arguing that there was no intent to abuse and therefore no crime was committed.

Reference:TV Asahi: "Don't underestimate prosecutors" trial

Furthermore, it is reported that during the trial, it also became clear that senior officials of the Special Investigation Department and prosecutors responsible for overseeing the interrogations had reviewed the video footage and did not view it as problematic at the time.

In other words, it is possible that coercive investigation tactics were not the result of a single rogue prosecutor, but rather a culture within the organization where such behavior was not recognized as abnormal.

A similar situation is actually happening at Last One Mile Inc.

Even in the Mamizuka Memo, which has already been leaked to various quarters, the flow of illicit funds surrounding Mr. Makoto Watanabe was extensively documented, so why was a plea bargain specifically struck to return the seized items only in the case of Mr. Watanabe?

Could it be that the prosecutors of the Kagoshima District Public Prosecutors Office, who are believed to be risking their lives on the investigation just like the accused Tabuchi, were co-opted by Mr. Watanabe, who is said to routinely repeat threatening words and actions?

With such strong suspicions, the Last One Mile Labor Union raises another question.

Has the following intimidation method, which Watanabe is said to have used for many years, been shared with National Tax Agency and prosecution officials?

declare that you will ruin the other person's life and destroy their company

Use arrest and prison as tools of fear

boast about having a vast amount of evidence

Tell them that if they don't comply, harm will also come to third parties and the company.

Not listening to the opponent's counterarguments and forcing through the initially made script

In this matter, information has been received indicating that only Mr. Watanabe's seized device was returned early, along with information raising questions about the distance between him and the investigative authorities.

That alone does not allow us to conclude that "Mr. Watanabe provided the prosecution with know-how on making threats."

However, what kind of contact Mr. Watanabe had with investigative agencies, what materials and statements he provided, and consequently who became a target should be examined.

Open Questions to Mr. Makoto Watanabe

Did you make statements to the effect of "I'll kill you," "I'll destroy you even if it costs me my life," and "I'll drive you to delisting"?

When you spoke, who were you addressing and for the purpose of making them do what?

Did you state in the past, "Even if I have to use antisocial forces, I will get what I want to get"?

Did you bring someone considered to be a member of antisocial forces to the Kobe project?

Did you tell a story to the effect that you resolved a trouble with organized crime members using a Japanese sword?

Did you have a meal with a person considered to be a senior member of a designated organized crime group at a restaurant in Fukuoka, and did you entertain them in Cambodia?

Did you request security, negotiations, debt collection, intelligence gathering, or any other operational work from an individual considered to have ties to antisocial forces?

Was that expense paid by Last One Mile Inc. or an affiliated company?

Do you understand that Mr. Watanabe was evaluated as an "anti-market force" by Mr. Satoshi Saito?

Did you provide documents related to labor union officials and a US-listed company to investigative agencies such as the Kumamoto Regional Taxation Bureau, the Kagoshima District Public Prosecutors Office, and the Fukuoka High Public Prosecutors Office?

Did you use the devices or materials returned by the National Tax Agency for demands against third parties, extortion, or efforts to delist from the stock exchange?

Do you accept an investigation into relations with antisocial forces by an independent third-party committee?

Open letter to the Board of Directors and Audit & Supervisory Committee of Last Mile Works, Inc.

Have you investigated Mr. Watanabe's remarks suggesting murder, company destruction, and delisting?

Have you checked the notice sent by our association and the audio recordings?

Have anti-social forces checks been conducted regarding Mr. Watanabe's ties to such groups at the time of his appointment and currently?

Have you investigated the contacts with anti-social forces in Kobe, Fukuoka, and Cambodia?

Do you know if Mr. Watanabe's former secretary and their associates were involved in the company's business operations?

Have you confirmed the job description, compensation, supervisor, and approver if there is any involvement?

Have you isolated Mr. Watanabe from any influence over the investigation?

Will you report to the Tokyo Stock Exchange if a relationship with anti-social forces is confirmed?

Did you consider whether Mr. Watanabe's statement that he would drive another listed company to delist constitutes an issue regarding timely disclosure?

Do you believe that continuously refusing to answer fulfills your accountability to shareholders and investors?

Open letter to Mr. Satoshi Saito

Since around 2023, have you made any statements to the effect that Makoto Watanabe is "anti-city" or part of "anti-market forces"?

If you made that statement, what specific facts are the basis for it?

Have any issues regarding Mr. Watanabe been pointed out by the Tokyo Stock Exchange, lead managing securities companies, audit corporations, or others?

How did you confirm Mr. Watanabe's ties to anti-social forces during Last Mile's listing review?

If there was a problem with the verification results, why didn't you disclose or report it after the listing?

Did you discuss providing information to the national tax authorities and the prosecutor's office with defendant Nakano Tatsuki and Mr. Watanabe?

Saying you're not an antisocial force is easy.

If Mr. Watanabe is not an antisocial force, you should simply answer accordingly.

However, what is needed is not self-reporting.

Record of a meeting with an individual identified as an anti-social force.

Payment records from companies and related corporations.

Record of accompanying negotiations.

Telephone, LINE, Telegram, and other communication records.

Internal approvals, expense claims, and audit records.

An independent third party should verify these.

If one can simply boast of ties to antisocial forces, threaten to take people's lives or ruin companies, and then get away with merely claiming "I am not part of antisocial forces," then the entire system of antisocial background checks is meaningless.

The Last One Mile Labor Union demands a fact-based investigation.

Our association does not intend to lynch Makoto Watanabe.

It is the police, the courts, the Tokyo Stock Exchange, and other competent authorities that will ultimately determine whether Mr. Watanabe falls under the category of antisocial forces.

However, there is no reason for a listed company to ignore the recorded statements suggesting murder and corporate sabotage, multiple testimonies about the use of anti-social forces, and information that market participants evaluated it as "anti-market."

Investigate what kind of relationships and patterns of behavior existed as a whole, rather than isolating each statement and explaining it as "it was a joke," "I don't remember," or "they are a personal acquaintance."

Is Makoto Watanabe an antisocial force?

Even if they are not antisocial forces, are they anti-market executives who exploit their influence?

We demand that Last One Mile's Board of Directors and Audit and Supervisory Committee respond with objective investigation results rather than silence.

<div
